Appointed Corporate Director for Stakeholder Relations in July 2010. The Stakeholder Relations Department comprises the official Co-financing unit, the Civil Society Engagement and Gender unit and the political advisory function. The department supports the Bank’s main operational and strategic objectives by managing grant-funded instruments that complement the Bank’s investment projects, coordinating the country strategy process, and engaging with a wide range of stakeholders in the Bank's countries of operations. A national of the United States, joined the Bank in 2001 as a Senior Political Counsellor in the Office of the Chief Economist (OCE) covering Russia, Ukraine, Belarus and Moldova, From 2005 to 2007 was Lead Counsellor with additional responsibility for managing research projects related to governance and the business environment, whilst also serving as an editor of the Bank’s flagship annual publication, The Transition Report. In 2007 was appointed Director for Strategy and Analysis, leading the Bank’s work on monitoring sectoral reform challenges, coordinated the OCE’s contributions to sector and country strategies, and oversaw its contribution to sector and project-based policy dialogue. In 2009 was appointed Director for Project Appraisal and Design, leading the OCE’s work on the design and assessment of EBRD investment projects from the point of view of their potential transition impact. Before joining the Bank, was Director of the Carnegie Moscow Centre, a public policy think-tank and arm of the Carnegie Endowment for International Peace based in Moscow. Prior to directing the Carnegie Moscow Centre, taught on the political science faculties at Dartmouth College, Cornell University, and Columbia University.
